Abstract
There are many methods used for modeling of emergency response capability. Stochastic Petri net is a better choice because of the strict mathematical definitions and analysis methodology. In order to dynamic evaluate the emergency response capability, the paper introduced stochastic Petri net for modeling and analysis of emergency response process. Taking chemical accident as an example, the paper analyzed its structure, and obtained some important measures for performance analysis of the process. The research result shows that the methodology is simple and reasonable for emergency response capability evaluation, which can greatly help fire commanders to identify weaknesses in response capability and to optimize the rescue teams.
