Abstract
The development of manufacturing strategy for the small-medium enterprise (SME) has been aimed at developing a proper conceptual base by an action research methodology, to help lead to more effective practice, achieve a better cost-leadership strategy, manufacturing excellence and low-cost competitive advantage for small-medium manufacturing enterprises. The proposals include a framework, which builds on a 10-module manufacturing plan, designed by the author using an engineering orientated definition and a detailed top-down approach. The research and analysis has led to the modular integrated systems strategy framework and its implementation at several SME cases
