Abstract
The Internet has become a worldwide commercial enterprise serving millions. Usage accounting is needed to support network management and cost recovery for the present day Internet. The new user base demands consistently high quality service and reliability, and their applications impose strenuous service requirements. These Internet applications rely on IP addresses for accounting and service provisioning. With the onset of dynamic IP addresses it has become increasingly difficult for service providers to do service provisioning for their legitimate users. In this paper, we present a fixed accounting strategy which over comes the problem presented by dynamically changing IP addresses. This strategy relies on programmatic remote retrieval of physical address from the remote machine.
