After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The administration service center displays government´s image to the public, and the performance of the staff directly affects administration service center´s image. From the staffs´ emotional labor, this paper explores the influence of emotional labor of staff on inside- role performance and extra-role performance, analyzes the mechanism of organizational support and cognitive value of the work. Then the paper takes out some advices for the management of emotional labor and performance.
