Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper describes the design and implementation of scientific knowledge output management based on institutional repository in Chinese Academy of Sciences. The aim, general function of institutional repository, plan, policy and sustainable supporting mechanism of scientific knowledge output management, the development of federated institutional repositories network based on OAI-harvester and the redesign of the scientific knowledge output system, driven by scientific workflow, integrated with organization, management, publication, reuse of compound digital object are introduced.
