Abstract
The current need for adapting the key elements contribute to the globalization and the revolution in information and communication technologies is one of many challenges facing Iraq today. In such condition, the Iraqi teaching and learning society in different institutions should be transformed into a competitive actor, which consider as serious implications for educational institutions with regard to their nature and purpose. Therefore, the Ministry of Education in Iraq (MoE) seeks the possible ways to focus on the building sustainable capacity to use e-learning for the continuous improvement of curricula, instruction, learning and assessment, focusing on ICT as a trans-formative and integrating force. This paper aims at reviewing the current literature relates to the use of ICT resources in education in different developing countries.
