Abstract
A long thinking process leads from the first idea to a well-organized and curriculum based course program. This process has outstanding importance where theoretical, methodological, and practical issues must be considered and coordinated as in the case of higher education for engineering. This paper makes an attempt to emphasize some of the critical elements in this process in order to analyze possibilities for the application of recent computer modeling techniques in planning and application of course programs. In this paper, background and essential issues are outlined in order to introduce the problem. Following this, improved higher education program features are revealed and organized considering resources, environment, as well as decisions on course elements and characteristics. In the rest of the paper, organization of a course by a new application of tracks and modules as well as a new concept of course feature driven module are explained. Practice aspect of model based course development is emphasized in the reported work.
