  • Abstract
    Path dependence of China´s government information service innovation includes the traditional political culture, political system, vested interests and dual economic system and so on. This paper analyzes path dependence problem of China´s government information service innovation, and points out that it should take a progressive path combined with the induced changes and mandatory changes as well as integrated the top-to-bottom mode and bottom-to-top mode. In addition, the Institution Change Theory and Property Economy Theory are also utilized to design and establish the progressive path of government´s information service innovation, that is, “consciousness remodeling - institutional reform - organizational remodeling - property right division - technical support - performance driving”.
