    This paper presents Particle Swarm Optimization method based on uniform design for the parameter identification of hydraulic turbine regulating system. We selected the number of the particle swarm, inertia weight, acceleration factors as the factors and nine level for every factor. We made the Uniform Design of four factors and nine level. And then we made nine experimental plans according to the Parameter group. We wrote program of Particle Swarm Optimization under MATLAB. According to the identification results,we selected the best Parameter group and simulated the turbine governing system on computer. Simulation results show that using the Particle Swarm Optimization method based on uniform design,we can effectively identify the parameters of hydraulic turbine regulating system.
