Strengthen budget management, promote university´s asset allocation

Both asset management´s complexity and educational funds´ shortage require universities to strengthen budget management in practice. This paper firstly analyzes the relation between asset management and budget management, and finds out asset management need obey the target of budget management in all aspects, namely, asset purchase aspect, asset allocation aspect, asset utilization aspect and asset disposal aspect. Then, this paper discusses some existing problems of Chinese university´s budget management in practice, which manifest arbitrary execution in budget implementation phase, invalid supervision in budget control phase and unreasonable orientation in budget evaluation phase. Based on this, this paper points out budget management plays an important role in asset allocation and puts forward a five-point thinking to strengthen budget management.
