To realize the integration of the information space and physical space contained man-machine cooperation, auto-adaptation system, and intelligent management of engineering quality, in the construction quality management, this paper proposes a distributed hierarchical context-aware model which is a universal service for construction quality management system. Context-aware technology plays an important role of improving human-computer intelligent interaction. It is also the core technology of pervasive computing. The model is for the current construction quality issues. It makes the service layer immediately have streamlined, efficient, high-level conflict-free context, reducing the workload of project management system and improving the scalability, customizability and code reuse of the system and the efficiency and humanization of project management. Finally, the paper describes some models of the module by using Ontology Language OWL.
