Abstract
This paper presents a traffic engineering solution for multi-rate data transmission over 3G-4G networks. It is shown that the RF coverage footprint shrinks due to high-speed data, which can be compensated by introducing delays. The queuing theory is used to quantify the delay, where the incoming data forms a queue in a buffer and waits for radio transmission. This delay, which is a function of the bit rate, is used to compensate the deficit in the link budget. Consequently, the RF coverage foot print remains the same for all bit rates.
