After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In order to improve the effectiveness of information literacy education and extending the benefit of information literacy education, this article designed an educational platform of information literacy based on the network by PHP. The platform contained functional modules such as curriculum information, faculty, teaching plans, exercises and answers, VOD system, visual examination, application cases, teacher-student interaction, knowledge repository and its download, information publishing etc.. The teacher can extract related questions at random to test the students and check the result of students´ study, then adjust the focus at any time; At the same time, the students can choose the contents which they are interested in or what their need to learn by their own and test themselves, the students can also solve their problems by the knowledge repository or the online answering module relying on the platform, so that improve information literacy of students´ in a maximum extent.
