Abstract :
The results of institutional changes in the network-based industries are rather disappointing. One of the reasons for these disappointing results is the strategic behaviour of actors involved. It has turned out to be problematic to combat this behaviour by using traditional arrangements. This paper explores new innovative arrangements to combat strategic behaviour.
