Abstract :
In this paper, the framework of public safety risk assessment based on protected objects was set up. The process of risk identification has been developed, which involves determining the protected objects and the scope of risk identification, analyzing system impact factors and risk scenarios. In the proposed methodology, the vulnerability was codetermined by both degree of risk tolerance and risk control, and a scale of vulnerability was established. On the basis of likelihood and severity of the inherent risks and vulnerability, a three-dimensional risk matrix was developed. In existing methodologies, the events are taken as the object of urban public safety risk assessment. Differently, the proposed methodology provides a new idea that the protected object (impact target) is taken as evaluation object, which will make a foundation to enrich the system of more practical public safety risk assessment and methods.
