Abstract
Online administrative permit system is a new window for the government to deal with social affairs, as well as to communication with the public. There is large amount of information inside the government, whether the information can be organized efficiently and transmitted to the public in a rational way determines the success of the website and its ability to serve the public. The study focuses on building navigation model for online administrative permit system. In the process of building ontology, the Skeleton method is explored and some experts are consulted. At last, the relational database is used to store the ontology and implement the online administrative permits system.
