Abstract :
Currently, the broadband network new media has become an important transmission mode for video, audio and data media, holding the growing influence, meanwhile, the pirate and pornographic contents can also be easily issued, doing great harm to society, so adoption of novel and effective technical measures is in an urgent need for the spreading service contents\´ supervision. This paper proposes the construction of user credit assessment mechanism which combines the concepts of "users issuing credit" and "users reporting credit", aiming at the status and trends of nowadays many new media platforms\´ service contents are mainly UGC (User generated content), to realize the effective supervision of the broadband network new media service contents which are widely used by users. The research work in this paper will establish the credit assessment quantitative model suitable for the broadband network new media users and present new media service contents regulation\´s system solution whose core is the construction of users credit assessment mechanism, and basing on this to realize the OSA (Open Services Architecture) whose main idea is user contents and user self-service.
