  • Abstract
    Rational organizational design is very important for the performance of the data link. In this paper, the traditional three-phase methodology is analyzed firstly. In order to resolve the conflicts of resources allocation and decision coordination, elements of organizational design are classified as operational command, intelligence support and communication support. A framework of organization design for data link is proposed, in which, the model of platform is improved and a colored organization hierarchy tree is proposed. A hybrid communication structure is designed for the colored organization hierarchy tree. The ways to evaluate and improve the performance of the communication network is presented. It is meaningful for instructing the application of data link in the theory and practice.
