After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

To understand the variations of carbon balance in the process of Nanjing urbanization, the net amount of carbon storage and emission in Nanjing are estimated for the first time during the period from year 1990 to 2007. The change tendencies were also given. The results shows that the average growth rate of the net amount of storage and the net amount of carbon emission are 2.5% and 5.6% respectively during the 17 years. The average growth rate of the total amount of carbon emission is 13 times more than the net amount of carbon storage by 2007.The rapid urbanization also results in the larger amount of carbon emission and the terribly unbalanced carbon budget in Nanjing. The fundamental reason is the consumption of fossil fuel and coal consumption with the regression model.
