An approach based on hard copy maps for rapid assessment of accidental toxic substances atmospheric diffusion impact was provided, in order to ensure the validity of emergency command in extreme circumstances such as earthquake, conflagration, power failure, etc. Rapid assessment can be obtained by overlaying base map with precalculated diffusion maps which is printed on translucent papers. In general, 8 to 16 typical meteorological conditions can ensure the cumulative probability over 90%, which means only 1 or 2 maps can cover most case with 8 conditions in one map. This approach can also be used in initial stage until computer-based simulation finished.
