    The forming and development of urban settlement depend on various geographical environmental conditions, besides social and economic factors. Resource-based urban settlement follows a particular way of forming and urban expansion. Geographical environmental conditions, such as mine resource and transportation advantages, play the most important part in the forming and development process of urban settlement. This paper describes the emergence of early settlements and towns in Huangshi region and analyses the impacts of mine resource and water systems on the forming and decay of the urban rudiment. And it is concluded that the generation, location and development of resource-based urban settlement are mainly effected by the geographical environmental conditions of mine resource and port.
