  • Abstract
    Consistency of COSMIC measurement is the most important prerequisite to meet user´s needs. In fact, due to technical and nontechnical reasons, measurement results are difficult to get consistent. Based on researches of COSMIC method and large number of case analysis, this paper proposed three technical factors of consistency: structure, functional process and object of interest. Then put forward to corresponding control methods. In the end, we validate these methods by typical cases.
