Abstract :
Through over 60 years\´ Huaihe River harnessing, the great achievements have been obtained in the anti-flood and waterlogging elimination, water resources development, utilization and protection, water and soil conservancy and waters management in Huaihe River Valley, however, there still exist some serious problems such as the imperfect disasters relief system in anti-flood/waterlogging elimination, severe inland waterlogging, unsmooth floodway discharge down to the lower reach of Zhengyangguan in the middle of Huaihe River and more and complicated coordinating works in flood discharge/retaining areas; sharp contradictions in waters supply, unsolved drinking water issue, unsatisfied efficiency and benefits in waters utilization, the outstanding problems of flood control in branches of Huaihe River and lakes; unsatisfied waters management system and valley waters management to be improved to a great extent. In a certain long time in the future, the Huaihe River harnessing policy of "concurrent accumulation and discharging of flood water" shall be carried out and the four tasks shall be done well i.e. anti-flood and inland inundation elimination, waters development and utilization, protection of water resources and water ecology and valley management system.
