Abstract :
A framework, called hierarchical network management system (NMS), to facilitate dynamic control of the performance of various services in a packet-switched network is presented. Particular attention is given to packet voice service which requires bounding both the delay and its variance by some a priori chosen threshold levels. A network model to demonstrate the feasibility of achieving the desired performance levels in packet voice service via source rate adaptation has been implemented
