Abstract :
Ion-exchange membrane caustic soda technology is the most energy-saving technologies of modern Chlor-alkali, due to its best features on investment saving, lower energy consumption, pollution-free and excellent product quality. However, in its production process there have been accidents such as poison gas leak, fire and explosions, therefore risk assessment and prevention is especially important. This paper has distinguished sources of critical risks in all phases of the process, and identified their risk factors, and propose a comprehensive model with both qualitative and quantitative aspects and selected measures for the risk levels, finally, we established effective risk management and emergency plans. It is a new effective practice in China.
