Abstract
Recognising the strategic importance of telecommunications as a major driving force of socioeconomic progress, the European Community has launched the RACE Programme, which ended in 1995. The follow-up of the RACE Programme, referred to as ACTS, will in the period up to 1998, reflect a change of emphasis towards a demand driven research and development programme. In this context, R&D in mobile and personal communications networks, will be carried out in the context of user trials, with the objective to sensing and meeting the future demand for third generation advanced mobile communications
