The “Oil Particle” approach, put forward by Johansen (1984) and Elliot (1986), has been widely adopted in most oil spill models at present. This paper intends to find out some existing problems and shortcomings of “Oil Particle” approach to supplement and improve it in oil slick expansion process and diffusion area computation. The author puts forward “Two Step” method to conduct oil spill simulation, which divides oil spill movement into self-expansion and turbulent expansion. The self-expansion process employs refinement of Fay´s equation, and the turbulent expansion adopts “Oil Particle” approach, then they are linked via changing the oil slick into particles. This new approach takes the self-expansion process at initial stage into account. It is proved that the “Two-Step” method can overcome the weaknesses of “Oil Particle” approach. It also is accordant with the reality that spilled oil has different diffusion mechanism in the process of movement. According to the writer, the “Two-Step” method can reflect the movement of spilled oil.
