In the era of low-carbon economy, reduction of CO2 emission intensity has become one of the important strategic objectives in each country. In order to find the important influential factor and the change regularity of CO2 intensity in China, a regression equation is used in this paper. Some data about real GDP, energy consumption mix and energy conversion efficiency are introduced, all data over the period 1991-2007. Empirical results show that energy structure and energy conversion efficiency have a great impact on CO2 intensity. Because Coal is China´s most important and abundant fuel, optimizing energy structure can not play a positive role in future. We hold that the strategic focus of reducing CO2 intensity is to develop energy technologies and low-carbon technologies, based on improving the efficiency of energy conversion. In the future, technological innovation will become the basic guarantee for low-carbon economy.
