    Notice of Retraction

    After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

    In voice-over-IP systems, IP packets are transmit according to best of effort principle, so here usually existing jitter or packets loss, packet error. Jitter concept, common network impairment system model and common jitter handle model are introduced in paper. Two kinds of JB (jitter buffer) options are both used in PEM board and they are respectively flexible to comfort fixed and time-variant network by analyzing jitter handling characteristics.
