Abstract
Layered video coding and transmission on Internet broadcasting/multicasting has become more and more important in recent years. It can produce multiple complementary coding layers. Each of these layers can be transmitted by one multicast channel. By only subscribing and receiving a subset of these layers, a client can recover the video data with designate spatial/temporal resolution. This method can make one source to accommodate many clients with different bandwidth limitations and processor capabilities, at the same time maintain the highest efficiency of the network. In this paper we propose an algorithm based on PVH, but use 3D-DCT to compose the temporal layers. Since 3D-DCT can exploit inter-frame redundancy, the algorithm can make a relatively better coding result than PVH while continue to operate in real-time. It can also provide the independent adjusting capability for both spatial resolution and temporal resolution.
