According to the groundwater level changes after the construction of Luohe River water projects in Luoyang, numerical simulation method is used to analysis the exploitation potential of groundwater resources of Luoyang Basin. The results show that the construction of Luohe River water projects strengthen the groundwater recharge from Luohe River, an increase of about 0.8×108 m3/a. The groundwater recharge from Luohe River and Yihe River currently reach 2.78×108m3/a in Luoyang. After the construction of water projects, water extraction volume is increasing at 6×104 m3/d in Luonan water source, the center of the depression cone´s water level dropped as deep as 2m; the exploitation amount is increasing at 6×104 m3/d in Lilou water source, the center of the depression cone´s water level dropped as deep as about 2.2m.
