Abstract
Summary form only given, as follows. The phenomenon of dissipative instability in beam-plasma systems is well known Presence of high-level dissipation in these systems leads not to suppression of the beam-plasma instability, but transforms instability to that of another type caused by dissipation. Physical nature of this phenomenon is in that the dissipation serves as a channel of energy withdrawal and it leads to excitation of the beam wave with negative energy.
