Climate change has become a major international environmental problems, which has threatened to human survival and development. One of the fundamental measures to take actions to climate change is to control the anthropogenic emissions of greenhouse gases. Taking actions to climate change involves political, economic, technical, legal and many other fields, and law is a code of conduct, which is formulated or approved by the State and rely on coercive power to ensure the implementation. Law is the foundation and also the key. At present, China has established a legislative framework on climate change, but there are some obvious flaws exist. This will restrict the implementation of the strategy of greenhouse gas control to some exist. Based on the above considerations, this paper studied the guiding ideology, basic principles, and improving measures to the climate change legislation, and this will provide a reference to take actions to climate change in China.
