After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

By analyzing development and utilization of water resources in Fuyang city, it is pointed out that there is a serious water shortage problem. According to the existing supply and demand imbalance and water quality, two solutions are put forward: the development and implementation of wastewater reclamation and dual water supply, which has strong feasibility and produce great practical significance. So that rational utilization of water resources can achieve.
