Qingdao city is shortage of land resource, aiming at the lag situation of the development of subsurface space in Qingdao. The paper analyzes existing problems of the development of subsurface space, and combined with the natural geological background of Qingdao, after integrated considers the elements of engineering geological condition, geologic disaster developing degree, human engineering activities and so on, ensured 11 evaluation factors, using analytic hierarchy process to determine the factor weight, based on the fuzzy mathematics comprehensive evaluation method, divided the subsurface space development and utilization suitability for better, good, medium, poor, and worse area. The result of partition basically tallies with regional geologic conditions and have certain guiding role for subsurface space development of Qingdao.
