Abstract :
Poor information services hinders economic development which in turn hinders the development of information services. This is especially true for mountainous rural areas in China. The case of Fangxian County demonstrates the problems with the development of information services in a mountainous area. Solutions for this county may well be useful for other rural areas in China.
