    In the current situation of low carbon economic development, the content and characteristic of the carbon emission and R&D were explained, the long term effective factors of carbon emission rate were analyzed by using the panel unit root and dynamic panel cointegration approach based on DEA way, the carbon emission rate index was established and on the premise of ensuring economic growth, the level and potential of energy conservation and emission reduction of carbon emission efficiency were improved, the positive ratio between the carbon emission rate and R&D investment is approved. The theoretical basis formed is offered to low carbon economic sustainable development.
