Abstract :
Most telecommunication operators are moving cautiously with their video-based services rollouts because of video service assurance concerns. Competition between providers is fierce and the key to success is to provide a service with the highest possible level of user satisfaction (QoE, quality of experience). Providers, of course, cannot afford the risk of going to market with a sub-standard video offer and need to resolve their video quality problems. The paper presents an on-going work towards realization of the comprehensive video quality assessment system. An essential part of the system, "artifacts measurement" (AM), is described. Within the AM part, three perceptual metrics for blockiness, blur, and noise artifacts are implemented. High performance of the proposed metrics is proven based on the results obtained in a subjective experiment.
