Abstract :
Competence model is an important feature of modern human resource management, and the present researches about it have concentrated on competence index design and competence evaluation methods. This paper presents a general management system design to model enterprise capabilities, and to adapt it to various computer managements. After systematically describing the competency model, we provide competence requirement for each position, assuming a large sample data and adequate historical data in the large enterprise. This paper creatively puts forward the concept of employee-position matching rate that quantitatively describes the compatibility between employee and position. Furthermore, we provide a design model for complete match between employees and positions for the whole enterprise. In addition, basing on employee´s competence evaluation, the paper offers a brand-new organizational skills presentation to support the corporate human resource planning and strategic decision making.
