Abstract :
In this paper, we concentrate on developing the Compound Consistency Induced Ordered Weighted Averaging (CC-IOWA) operator, an improved form of the C-IOWA operator to aggregate fuzzy preference relations in group decision-making problems. It has combined the local and the group information of the fuzzy preference relations together. First by giving some definitions and discussing some properties of the new operator, we design a new model of solving the Group decision-making (GDM) problems, then the corresponding algorithm steps are also given. Finally these are applied to practical reservoir operation and the optimal scheme is obtained. This case study shows that the model and corresponding method are scientific and practical.
