Abstract
Bit allocation and rate control is a key technology for stereoscopic video coding. But with few exceptions, this issue has rarely been considered. Based on the existing rate-control algorithm specific to video coding, a new bit-allocation and rate-control algorithm for stereoscopic video coding is proposed. A novel rate-control scheme based on human visual system (HVS) is introduced and the conventional quadric rate-distortion model is improved. Experimental results reveal that the improved rate distortion model outperforms the conventional one and the proposed bit-allocation and rate-control algorithm can efficiently control the bit rate according to preset parameters.
