In the human resources management system, to evaluate the capabilities of the enterprise leaders is a key and pressing step in the selection or the assessment of business management capabilities in the competitive world, while rough set method is suitable to meet this requirement. In order to provide a scientific and effective reference for discriminating the screening quality of the business leaders, dominance-based rough set method is utilized to discriminate and determine the leadership quality in enterprises. The quality assessment model is formed at the aspects of basic concept, domain relation, upper approximation and lower approximation, and examples are given as well to prove the assessment model in accordance with some calculations on the basis of rough set. Finally, the simple and practical decision-making rules are concluded for the assessment of business management capabilities.
