Abstract :
Laureate of the state Prize of the Russian Federation, Professor, Doctor of physical and mathematical sciences, head of laboratory of Kotel\´nikov Institute of Radio Engineering and Electronics of the Russian Academy of Sciences, editor-in-chief of journal “Millimeter Waves in Biology and Medicine”. O.V. Betskiy was born in Cuba-city of Azerbaijanian Soviet Socialist Republic. In 1957 he graduated from school with a gold medal, in 1963 - Moscow Power Engineering Institute awarded the Order of Lenin (MPEI). A capable, vigorous student of remarkable scientists and technicians - professors of MPEI I. V. Lebedev, and subsequently - Academician N. D. Devyatkov, O.V. Betskiy began his scientific activity in experimental design bureau of MPEI (1962) from the development and creation of original vacuum microwave devices - beam cross-field amplifiers for space application. This subject became a subject of his candidate (1967) and doctor\´s (1980) theses. At the same time since 1967 O.V. Betskiy in Institute of Radioengineering and Electronics (IRE) of Russian Academy of Sciences of the USSR (nowadays - Kotel\´nikov Institute of Radio Engineering and Electronics of RAS) he was actively engaged in studying of low-intensive impact of radiation of the highest frequencies (HF) and laser range upon biological objects, including the human organism. This scientific direction is dedicated to the discovery made with direct participation of academician N. D. Devyatkov in 1965. It became an affair of the major part of O.V. Betskiy\´s life. Since 1977 O.V. Betskiy was the Head of the laboratory of the IRE Fryazino branch. O.V. Betskiy\´s wide renown was brought by his researches of mechanisms of influence of millimeter waves on the human organism. O.V. Betskiy is an author of more than 150 scientific works, 25 patents, a co-author of 6 monographs and 3 popular science brochures. In 1989 O.V. Betskiy was entitled as a professor. For development and deployment of medical E- F equipment in 2000 O.V. Betskiy together with a group of employees of IRE of the Russian Academy of Sciences and the State Research and Production Corporation "Istok" (Fryazino, Moscow region) led by academician N. D. Devyatkov, were awarded with the title of Laureates of the State Prize of Russian Federation. Program and Organizational Committees of CriMiCo conference and participants of the conference congratulate O.V. Betskiy on his anniversary from the bottom of their heart, and wish him good health and successful creative activity for the benefit of mankind.
