Encryption technology other than PKI

TECSEC Inc. invented and demonstrated a COTS cryptographic key management system called Constructive Key Management (CKM). This technology is a complete system with the ability to also manage multiple algorithms and the flexibility to provide encryption for Data-at-Rest and Data-in-Transit. Although August 1997 DoD policy is to establish a DoD public key infrastructure (PKI), there are indications that other technologies that can incorporate public private key (PK) functions could become acceptable to DoD. The paper discusses the CKM technology and considers role-based access control
