Abstract
TECSEC Inc. invented and demonstrated a COTS cryptographic key management system called Constructive Key Management (CKM). This technology is a complete system with the ability to also manage multiple algorithms and the flexibility to provide encryption for Data-at-Rest and Data-in-Transit. Although August 1997 DoD policy is to establish a DoD public key infrastructure (PKI), there are indications that other technologies that can incorporate public private key (PK) functions could become acceptable to DoD.
