The Highly-Qualified Personnel in universities and colleges nowadays is in need of a useful mechanism for cultivation. Clearly putting forward the concept and rationale of HQP, this paper brings forward a reasonable cultivating mode by virtue of analyzing different cultivating layers, which includes the selection, evaluating, cultivating and encouraging.
