Abstract :
This paper illustrates and further develops a previously proposed proactive system approach to war prevention called the Global Defense Policy System of Laws (GDPSL). This mathematical system can be used to develop policies that maintain the balance of power and balance of perception among states in the global arena and avoid the dangers of misperception. The author argues that power and law must coexist to structure this system, although equalizing catalysts are also necessary to achieve stability.
