Abstract
A model for a broadcast channel controlled by random parameters is presented. Inner and outer bounds are derived on the capacity region when the random parameters are known non-causally to the encoder. Applications to watermarking are suggested. In particular, the capacity region is derived for a watermarking system where the channel (attacker) is fixed, and the encoder is required to encode watermarks for both private and public users.
