ISO 9000:2000. Significant change for quality management consultants?

It is argued that ISO 9000 as devised in 1982 allowed a body of consultants to prepare a company for certification without consideration of the people working there or the technology, largely by documenting the systems and ensuring that the documented practices were followed. Many firms gained the certificate without improving their methods, and the overall results were unspectacular. ISO 9000:2000 is more focussed on the manufacturer and his product.
