Abstract :
In recent years, various natural and social security problems are happening with increasing frequency. Many provinces´ governments begin to construct emergency command system. Most of these command system constructed base on original sub-systems. Because these sub-systems use private protocol, use different data management program. It´s difficult to share information between these sub-systems. Current solution is to create a top level command centers to manage and schedule all sub-systems. This solution is easy and cheap to construct, but it has many defeats. It´s difficult to share information between sub-systems. It´s difficult to re-use information under the condition of sub-system command system crashed. It´s difficult to develop software under so many private protocols. In this paper, we present a new information infrastructure for emergency command system. This system provide a common information store and query interface, all command center with proper access rights can query data from this system. Using this information infrastructure, each sub-system command center can update to emergency command center in emergency condition. As a result, the sub-system can share information accurately and quickly. And it´s easy to develop application under these common message exchange infrastructure.
