Abstract :
Emergency Response Organization is the foundation of the emergency response, it is also important for emergency handling. However, since emergency systems are different in different countries and regions, the expressions of emergency response organizations are inconsistent, and there are some semantic ambiguities. An emergency response organization Ontology model (ERO2M) based on SUMO was constructed in this paper, and relations among emergency response organizations, emergency resources and emergency were represented in this model. Five key Ontology elements of ERO2M were described, such as concept, relation, function, axiom and instance. Finally, ERO2M was validated by the analysis of the case of Tianjin overall emergency plan for unexpected public incidents.
